Bug: GFF and ERF editors require a keyfile

Description

Attempting to run the ERF and GFF Editors as stand alone applications from the Dragon Age\tools\ directory (as opposed to within the toolset) will result in a "Keyfile not found" error. This is a remnant of the security that was in place for our Beta Testers.

Workarounds

GFF and ERF files can be opened by the main toolset, which acts as a wrapper around the GFF and ERF editors that bypasses the key checks. The key checks only remained in place for the standalone editors.
