EffectDamage Constructor.

Parameters:
fValue
Amount of damage to be applied
nDamageType
Damage Type to be applied (Physical, Fire): Default of 1 is physical
nFlags
Special behavior bitfield: Default is no flags (0)
nImpactVFX
Impact VFX to play. Default of 0 is no impact VFX
Returns:

an effect to deliver the damage indicated.
