Handled by ability_core. Projectile abilities set their cooldown here. All other abilities set it on cast impact.

ccreature.cpp has "pEvent->SetVector(0, pEventData->m_vImpactLocation);" for this event but there isn't a GetEventVector function, is this a location instead?
