Applies a visual effect to a target object.

- Parameters:
- oCreator
- The object creating the visual effect
- oTarget
- The object receiving the visual effect
- nVFXId
- The Id of the visual effect
- nDurationType
- Temporary, instant, permanent, etc
- fDuration
- Duration of the effect, depending on the type
- nAbilityId
- The ability ID this effect is linked to (if applied by an ability)

- Nothing.
